was 1 disgraceful farce Tho councilman coun-cilman threw dirt at ono another in good polite English jumped on the chairman until he was flattened out breathless and silly and ia general conducted themselves like a lot of tough kindergarten pupils with the teacher away All the members wore present except Bell and Loof bourow Stmoudi presided THE SEWER AGAIN After referring a number of petitions for the location of electric lights the council made the usual order with reference refer-ence to sewer intention No5 The oven lug circus was then opened the matter under discussion being the report of the committee on sewjra reoammending the acceptance or the Vortic ton Rump Companys bid of 11650 bra br-a complete pumping plant as an addition addi-tion to the one now used oy the city Before Be-fore a vote could bo taken onjtho auostion Moran presented a report addressed to the mayor and sewer committee on tne sewerage sewer-age question Ho wanted the report read AFKAID OF run PAPERS Lawson and Wautland kicked against this The report they said was a severe condemnation of the present sever system sys-tem and they didnt want it to go out in the newspapers that Salt Lake had such a miserable sewer system Moran replied that the report was a good one and then gave it out cold and in no polite terms that he would read the report re-port himself If the council refused to allow the recorder to road it and he added lthe council cant stop me Kelly advocated the reading of the report re-port He stated that it wasnt a nice thing to hear but it wouldnt hurt to have it rend Htch wanted to know tho capacity of tho present plant Lawson stated that tho guaranteed capacity ca-pacity is luOOCOO gallons per day but it didnt come up to that the number of gallons I gal-lons pumpod being about 100000 Moran culled for the reading of the report re-port he presented Horn vlciousjy attacked tbe proposition to read it and didnt mince words in doing it either Moran said ho would read choke him off on a call for the previous onpt Ion When Rich was through with his little castigation of Horn the previous question was decided carried and Moran then stated they would have to hunt the conditions condi-tions growing out of tho present inefficient manner in which the sewerage is disposed of allowing it to spread out over the lowlands low-lands and small lakes along the Jordan making the atmosphere almost unbearable within milo of the vicinity during warm weather The report also attacked the condition of the pumping olant stating it was far from coming up to what was required re-quired of it Folland taking the floor when Moran closed stated he was in favor of increasing the pumping plant of the city but he obI jected to the bids presented for the reason that not one of them complied with the I specifications I seemed to him that the interests of the city had boen loosely loosed uftor The bids no doubt suited the bidders all right but as far as tie city 11 was concerned nothing was absolutely guaranteed The new plant would entail an atiditioual expense of about 30000 for I I piping and on the whole he thought it would cost more than it would come t Folland then brought his practical experience exper-ience Into play and informed the council that to deliver 2500000 gallons of water through a 12inch pipe 11000 feet lone would require COhorse power to overcome the firiction alone To run 1 50horse power engine would require at loast two tons of coal every twentyfour hours I a proper sized pipe would be used the actual power required to force that amount of water forle would not be over 20horse power At tho present time in all properly conducted con-ducted transactions a rigid guarantee would be required of tire amount of water to be delivered t each ton of coal used and provisions were always made to ascertain the amount by actual test of the machin from ery The usual requirement was 75000000 to 90000000 foot pounds of water to each100 pounds of coal usod In all of these important matters the committao had failed to protect the city consequently he would vote azamst the report Horn denied that it would tai an additional ad-ditional expense for piping According to his theory the present pipes could he used The engineer being called upon stated that the present piping would answer temporarily but it could be used only at n great loss of power However unless something bettor was suggested he was In favor of putting the plant in The present plant was pumping snout two and a half times as much sewage as I the proportion of the population required There was somothing radically wrong in the matter Either the sewer leaked or I there was aa illegitimate use of water In either case it should be remedied In his opinion the matter could also be remedied to a great extent by lowering tho present pump That would not cost much and might remedy the present defeat satisfactorily satis-factorily After another half hours useless and undignified debate the report of the committee com-mittee voting was no adopted Foiland and Hardy 1 COSTKACT IUTIFIED The special committco on paving thon presented a report ratifying the sidewalk contract of Frank Harrigan and the same waa adopted DELAT ON MAIN STREET Wantland introduced motion requesting the engineer to report to the council at its next meeting the condition of the sidewalks inspector and the city physician are still allowed to hang onto their jobs their terms of office having expired TIlE ORAYITY SYSTBSI The roport of the city engineer on the gravity sewer system presented at the last meeting was taken up Wantland moved to refer to tho city engineer en-gineer and the mayor with authority to employ an expert engineer to matte a full report upon the proposed sewer system Moran und Rich opposed the reference to the mayor They wonted It to go to the select sewer committee with the sam authority au-thority After discussing the question three quarters of an hour both motions were killed and no further action was taken it upon NO CUTTING ON MAIN After the passage of tho appropriation bill Rich called attention to the fact that the CulmerJennings Paving company were hauling uncut curbs onto the streets with tho intention of having curbing cut an the streotm opposition to the resolution of the council He moved that the marshal mar-shal be instructed to see that no curb c ut ting be done on the streets The resolution resolu-tion was adopted WITNESS FEES An appropriation of 200 was made to enable the city attorney to pay some witness wit-ness fees in the Lehi water suit set for II trial at Ogden next week and the engineer engi-neer was granted further time to report upon the matter of fireprooung of the I joint building HIBOKLLANEOna On resolution by Evans the parties heretofore here-tofore making ice on Harris pond were ordered prevented from using City Creek water The communication from the board of public works recommending the cancellation cancella-tion of the special sidewalk tax against John Lollin and the acceptance of tho sidewalk side-walk laid by him was then taken up and the recommendation was concurred in The petition of Richard Brothers for cross walks on South Temple street was granted The petition of the board of education for an extension of sewer laterals was granted on recommendation of too sewer committee commit-tee Appropriations to the amount of 620311 were made and the council then adjourned |
