The boar stud facility was obviously not the fundamental issue being discussed. The issue is whether or not you like this new company in our town. There are people on both sides with their own opinions. Once again, K is good to have differing opinions. The concern is not the different ideas we may each have, it Is the hypocrisy that makes these town meetings hard to swallow. As looked around the auditorium and saw people stand up and oppose Circle Four it was an interesting sight. I wondered how many of them have not only benefited immensely financially but personally as well from this company at the other end of their pointed finger. I wondered as a looked at parents of children that me and my husband, and several other employees of Circle of Four have spent countless hours in their service were thinking as they cheered against the vehicle that brought us here. So many people in that auditorium have expressed deep appreciation for the fact Circle Four is here and yet eagerty waited for a chance to find fault. My question to you is what Is it worth? Is the minute odor and hog bufldings in the middle of the desert worth new people in our schools, hospitals and businesses? Is it worth our home values doubling or tripling? Have the effects of this company been so terrible that it hasn't been worth the new LOS chapel and revitaiization of main street? The list goes on and yet everywhere around us are those who want only the good and wonderful, without the paying a small price. It is true you can not get something for nothing. I would be thrilled to see a company anywhere in this country that could stand before its community blameless and spotless before public scrutiny. It is the same as putting a man in front of his peers and while he may have brought wonderful gifts to those around him. his friends, when finding fault stone him. Where are the ethics behind any of this? Sign peaber Count? iWomtor UNAPPROVED MINI ITF.S BRAVER COUNTY PANNING & ZONING Pt BUC HEARING A SPECIAL MEETING March 5, 1997 In Attendance: Ken tafiand, Chairman; Jeff Kesler, Jolyn Lcko, Alice Smith, Ross Marshall, Leo as County Attorney, and Craig as Administrator Visitors: see attached papers Craig Davis introduced the members of the Planning & Zoning Board. Chairman Lofland called tbe meeting to order at 7:30 p.m. He asked that people keep their comments to I to 1 Vi minutes and that there be equal for and against speak. Erik Jacobscn spent a few minutes telling about the site and why it was chosen - isolation, power & roads. Then April McKeon took a few minutes explaining the 2 types of lagoon construction. Kevin Anderson asked why they were going out to the west when everything else is South & how often the liners were checked for leaks. Erik responded with the need for isolation of the Boar-Stu- d unit and there are monitoring wells close to the lagoons to check for leakage, he also stated that with a unit this small they were not required to have the well, but Circle Four would do something so that it could be monitored. They discussed who did the monitoring and how we know it is being done, Circle Four does it quarterly and the State does it annually. Ron Wunderlich goes out and collects the samples and anyone who wants to may go with him. Joe Leko asked about how deep the well was and what would happen in a flood. Circle Four is not sure how deep the well will be as they haven't gotten that far yet, but they guess it will be about 1 50 to 300 feet deep. Roger Barnes wanted to know why this was 7 miles away when he thought everything had to be at Warren Peterson said the least 9 miles away. agreement was that they would not put anything closer than 3 miles from an existing home. Normand Thompson said he was not against Circle Four but he was against the present location because it sets on the crest, he would like it moved even farther to the west. Jr. Davis wanted to know exactly bow far it was from the proposed site to die Norm Thompson property, which is the closest thing to the site. It is 4.8 miles. Ken read a letter sent to the Beaver County Planning & Zoning Commission in which they stated that they were not opposed to the Boar-Stu- d unit as long as they didnt compromise Milford City's water or air quality. Neil Bradshaw said he was impressed with the shot in die arm Circle Four has given the community but he is mostly concerned about the smell. He felt they had led everyone to believe that there wouldn't be a smell. Rob Adams stated that pig's stink, but that they are trying many different methods of containing the smell. Denny DeMille wanted to know exactly what people are smelling, is it the pigs, cows, or some other smell. Lori Coleman stated that she has a growing family, she said that we live in the county and there will be smells, so we need to take the good with the bad. The unit needs to be there so let it be there. Patty Goff said she's from the city and everything smells down here but this complex will only hold 400 head compared to the thousands that are south of town. As Ken was closing the public hearing. Commissioner Gary Sullivan asked if he could speak, he stated that if something goes wrong the County Commission can do nothing. Jeff made a motion to bring the Circle Four Conditional Use Permit application back to the table to vote on. Alice seconded the motion. Motion passed unanimoasry. Ken said he would entertain a motion from the Board as they needed to make a decision. Jeff made a motion to approve the C.U.P., no second was voiced, so the motion died from the lack of a second. Norm Thompson said be readied that they needed this facility but they should go 3 more miles to the west. The public is invited to provide input on the development of a plan to protect Beaver River watershed resources. This discussion includes sources of pollution other than manure lagoons. Following the presentation, at 8:00 P.M., there will be a public hearing for comment regarding discharge permits for Circle 4 sites 107 & 108. (See page 4 of main section for further information.) A February 13, 1996 letter written by Mark Novak, DWQ Environmental Scientist, states that because of the number and density of Milford ), operations (sites there needs to be increased scrutiny as to the possible impacts the operation has on the area's ground water quality, was farther away. Alice seconded the motion. Officials will present hog-raisi- 306-315- ng Jolyn and Alice voted for the motion. Jeff voted against the motion and Ross abstained from voting. Motion died because there was no majority (out of five members it takes 3 to get something passed, and Ken said if he voted it would have been against, so there still would not have been a majority) Ross made a comment that he would like to see the facility farther away and that he thinks there needs to be better communication about what is going on. Jolyn made a motion to adjourn at 8:30 p.m. Jeff seconded the motion. Motion passed unanimously. These minutes will be presented for approval information regarding additional security in Permit No. UGW0 10006. Fine for the violation? DWQ officials say they will have to evaluate comments in the numerous letters at the next regularly scheduled meeting. Until such time they are considered unofficial. received. |
