Tho hill appropriates $230,000 ag a perpetual fund to aid in the education edu-cation of tho blind through the American printing house- lor the blind, the money to bo inveeted in 1 per cents and the interest paid to tbo institution, Matthews, of Ohio, introduced a bill to give the American Ocean Cable and Telegraph Wire association associa-tion ot Philadelphia the right of way and privilege to lay and operate submarine sub-marine .telegraph cables on tbe Atlantio and Pacifio coasts of the United States, and to establish telegraphic tele-graphic communication between tho United States and Europe and Asia. Pending discussion on the Mitchell bill, Windom moved to lay aside tho bill informally and take up the house bill appropriating 60,000 to enable out the provisions of section 2o4 of the Revised Statutea, in regard to tbe expenses of transporting coin and bullion, and $40,000 for miscellaneous mis-cellaneous expenses of the house. The amendments of the committee, com-mittee, appropriating $100,000 to be applied to delraying expenses of committees engaged in such investi gations, or inquiries, as have been or may be ordered by the senate during the Forty-seventh congress, $432 for the army reorganizing commisaion, and $953 for a committee to inquire into tbe expediency of transferring the Indian bureau to the war department, depart-ment, wero agreed to.
